Concurrent with the revision of the Draft environmental document the Draft Project Report should be completed. Comments returned from district units are considered for incorporation into the Draft Project Report, if appropriate.
If project is Categorically Exempt, the Project Report is now prepared in final form.

Narrative
Public hearings provide a forum for discussing project need, alternative locations, alternative design features, and potential social, economic, and environmental effects. The public hearing process applies to projects with the following potential effects: (1) require a significant amount of right of way, (2) substantially change the layout or function of connecting roadways or of the facility being improved, (3) have a significant adverse impact on abutting real property, and (4) have significant social, economic, environmental, or other effects.
The purpose of the public hearing process is to obtain public input and acceptance ensuring that subsequent project decisions are consistent with federal, State, and local objectives.

Narrative
The Draft Project Report (including the Draft environmental document) is submitted to the District Director to approve a recommendation to proceed with the public hearing process.
If the project is Categorically Exempt, approval authorizes the project to proceed to the design phase.
If there is no federal involvement, but the project requires an environmental document, approval of the Draft Project Report authorizes circulation of the Draft Environmental Impact Report and proceeding with the public hearing process.
If the project requires an environmental document, and there is federal involvement, approval of the Draft Project Report provides authorization to proceed with the public hearing process.
