Environmental Management Office (EMO)
Environmental Management Office (EMO) is responsible for developing environmental policy recommendations for the Division of Environmental Analysis (DEA) on a wide variety of issues, including development and maintenance of the Standard Environmental Reference (SER). We work closely with the HQ Environmental Coordinators and are the 'go-to' group for policy and procedure development for NEPA and CEQA environmental documents. We are 'advocates' for the generalist environmental planners in the districts and serve as the primary environmental contact for California Transportation Commission submittals. We are also the primary contact for environmental WBS revisions.
EMO works with other Caltrans divisions and outside agencies to develop innovative approaches to project delivery while maintaining environmental stewardship.

- Section 6009(a) of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), Pub. L. 109-59, amended existing Section 4(f) legislation at Section 138 of Title 23 and Section 303 of Title 49, United States Code, to simplify the processing and approval of projects that have only de minimis impacts on lands protected by Section 4(f).
- EMO has recently made changes to the SER Chapter 20 to reflect these changes. FHWA released their guidance in December, 2005. Visit the FHWA SAFETEA-LU page for additional information.
- Chapter 39 - Incorporating Environmental Commitments into Design, this chapter describes required actions so that appropriate Environmental Commitments will be included in the design of both Caltrans’ and local agency projects on the State Highway System.
