High Risk Rural Roads (HR3) Program
SAFETEA-LU (the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users) introduced a new safety program called the High Risk Rural Roads (HR3) Program. These provisions are still in effect due to Continuing Resolutions passed by Congress during Federal Fiscal Year 2011/12.
Only those roads that are functionally classified as rural major collector, rural minor collector, or rural local road are eligible to compete for HR3 funds.
For the 5-year funding duration under SAFETEA-LU (2004/2005 – 2008/2009), Caltrans solicited candidate HR3 projects twice. Click on the link below for a listing of approved projects.
On April 23, 2012, Caltrans announced a combined call for HSIP and HR3 projects based upon anticipated federal safety funding upcoming 2013 FSTIP starting in October 2012. Caltrans expects the available funding apportioned to local agencies in the 2013 FSTIP to be approximately $100 million for HSIP and $15 million for HR3 in their respective 4 year plans. This application due date for this combined HSIP and HR3 Call for Projects is July 20, 2012. Applications should be submitted to the attention of your Caltrans District Local Assistance Engineer. Applications received or postmarked after July 20, 2012 will not be accepted.
