Division of Environmental Analysis
The Division of Environmental Analysis (DEA) administers Caltrans' responsibilities under federal and state environmental law. The Program develops and maintains Caltrans environmental standards, policies, procedures, and practices that are implemented by the Department's 12 District Environmental Branches. Program staff work with the districts to identify and assess the effects of Caltrans projects on the state's natural and cultural environments, and identify ways to avoid or mitigate those effects.
DEA acts as the Department compliance lead and assists the Districts and our transportation partners in:
- Complying with state and federal environmental laws;
- Encouraging the public to participate in the environmental evaluation process;
- Determining the environmental consequences of our activities;
- Proposing prudent, feasible and cost effective strategies and alternatives to avoid or minimize adverse impacts of the Department's activities, and;
- Ensuring the mitigation selected is appropriate.
DEA is headquartered in Sacramento, though each of the twelve district offices, located throughout the state. The Program, administratively under the Deputy Director for Project Delivery, is headed by a Program Chief who also serves as the Agency Preservation Officer. DEA has a highly-trained, professional staff of planners, engineers and environmental specialists who work with the District Environmental Branches to help their staff and project managers with the environmental project process.

Message from the Division Chief
As New Year is approaching, I want to take this as an opportunity to extend my heartfelt greetings for the season and appreciate you all for your accomplishments and achievements for last year. I thank one and all for your support and dedication and for the extra hours that you worked in 2017.
With the passage of SB 1, Caltrans is accelerating 48 major “fix-it-first” projects, worth more than $1.4 billion, a year earlier than planned. In August, the California Transportation Commission authorized nearly $690 million to accelerate 32 projects, in addition to the 16 projects that received funding in June.
I have shared with all of you that with the passage of SB 1, now, more than ever, there is an Imperative for Change in Environmental. We must create an agile organization; ready to meet the immediate needs of Caltrans while we continue to meet the needs of an ever-changing environment.
I am excited about the development of DEA’s Strategic Direction. The purpose of this initiative is to develop a DEA Strategic Direction and a 1-year business/operations plan. The DEA Strategic Direction will align with the Caltrans Strategic Management Plan and the Project Delivery Program Strategic Direction. We will have three workshops in 2018 study to identify and analyze data from both the internal and the external stakeholders that will assist DEA in identifying what’s going well and what needs improvement and will help identify specific policy and strategic challenges to resolve.

- 09-18-17 FHWA has provided guidance regarding additional flexibilities in categorical exclusions. This memo can be found on the SER, Chapter 1, Federal Requirements, and Chapter 30, Categorical Exclusions.
- 09-13-17 FHWA has provided clarifying fiscal constraint guidance. A link to this guidance can be found on the SER, Chapter 1, Federal Requirements.
- 09-11-17 The Environmental Management Office has updated the CE/CE form and the FONSI sample to reflect the NEPA Assignment language contained in the new NEPA Assignment MOUs.
- 09-01-17 The Caltrans/ACOE Section 106 PA Permit Compliance form is no longer used for Section 106 Consultation with the Army Corps of Engineers, effective 9/1/2017. For more information, contact Alex Bevk Neeb or Jody Brown.
- 08-24-17 The standalone CEQA checklist posted on the SER forms and templates page has been updated to include the most recent language for greenhouse gas emissions. Please use this checklist for any documents currently in progress that do not require a full update to the new annotated outline format.

- 08-02-17 New to Volume 5 and the Updated Environmental Document Annotated Outlines is the Coastal Act Chapter Three Policy Consistency Summary Table. This table is intended to be utilized in Environmental Documents for projects in the Coastal Zone. The table provides example analysis for most Coastal Act Chapter 3 Policy areas, such as Coastal Wetlands, Environmentally Sensitive Habitat Areas, Agricultural Lands, and Coastal Access, as well as instructions for how to complete the table. The table can be found at the beginning of the SER Volume 5 - Coastal Requirements.
