The California Department of Transportation (Caltrans) is proposing to improve a portion of United States Highway 395 (US-395), from one mile south of Kramer Hills to a point approximately 2.6 miles north of Kramer Hills by widening the existing roadbed to provide a 4-foot median buffer and 8-foot shoulders, and install rumble strips on the centerline and shoulders. The proposed project, in a portion of unincorporated San Bernardino County, California, would also restore the passing lanes on the northbound side of US-395 within the project limits, and eliminate all existing passing zones within the project limits that are not consistent with current design standards. The purpose of the project is to improve safety, reducing the number and severity of cross centerline collisions.

Caltrans is the lead agency under the California Environmental Quality Act (CEQA) and is also the lead agency under the National Environmental Policy Act (NEPA).

 

PUBLIC MEETING

A Public Meeting will be held to provide an opportunity to discuss design features of the project with Caltrans staff before the proposed project is approved, and to provide an opportunity to ask questions regarding the planned schedule for the project, including when potential acquisition of right of way may occur and when the project will be constructed.

PROJECT ALTERNATIVES STUDIED

For the proposed project, a Build Alternative and a No-Build Alternative have been studied.

Alternative 1 (Build Alternative)

Under Alternative 1 (the Build Alternative), the proposed project, along US-395 from a point one mile south of Kramer Hills to a point approximately 2.6 miles north of Kramer Hills (from Post Mile (PM) 35.5 to PM 39.1), in San Bernardino County, California, would widen the existing roadbed to construct a 4-foot median buffer and widen the existing shoulders to 8 feet on either side (northbound and southbound), and install rumble strips on the centerline and shoulders.
The project would also include elimination of all existing passing zones from PM 36.62 to PM 36.83, and from PM 37.04 to PM 37.26 in the Northbound direction, and from PM 37.26 to PM 37.45 in the Southbound direction that are not consistent with current design standards, and restore the passing lanes on the northbound side of US-395, from PM 38.4 to PM 39.1, that were removed in conjunction with the completion of an interim project in 2014.

Alternative 2 (No-Build Alternative)

Under Alternative 2 (No-Build Alternative), no changes would be made to US-395 within the project limits. Alternative 2 (No-Build Alternative) provides a baseline for comparing the impacts with the Build Alternative.
